I tried and tried to get every Feebas I caught to evolve into a Milotic, but apparently none of the Poke'Block I gave them was good enough. I finally got this handsome male Milotic through a trade in Pearl, but I forget what Pokemon I put up for trade. He is a lvl 100 Pokemon and generally takes out Pokemon with a single hit.
